The Operations Consultancy Competency Area includes a specialist ‘Regional Development and Regeneration’ team that provides direct consultancy to a wide range of economic development agency, central government and local government clients. This team contains dedicated economic development and regeneration advisers developing robust and deliverable area-based strategies for regeneration, providing core consultancy input, and managing the expert contribution of other Deloitte services (tax, corporate finance, business advice).
The work of this team covers three main areas:
- Enhancing the delivery capacity within the Regional Development Agencies and other public sector delivery bodies;
- Developing economic and regeneration interventions to help deliver long term structural change in some of the most challenged area in the UK ; and
- Maximising value and impact from regeneration investment.
The Regeneration Team reflects the joined up approach which underpins successful regeneration. That means weaving together people who understand national policy and local delivery with intervention at the regional level, underpinned by expertise in housing, finance, business, skills, social inclusion and sustainability.
The role involves:
- Assignment Management: lead the delivery of assignments, assuming responsibility for preparing all deliverables and the quality of junior colleagues work. Reporting progress and deliverables to Director / Partner for final review.
- Project development & evaluation: act at the interface between the public and private sector, using robust commercial skills to help the public sector develop regeneration projects that achieve measurable change against strategic objectives.
- Options appraisal: leading comprehensive options appraisal of various project delivery and/or funding options to set out the merits each options and rationale for the preferred approach
- Stakeholder engagement and management: leading effective engagement with senior level stakeholders in public and private sector
- Financial viability assessments: leading financial modelling and project feasibility assessments; helping clients to understand the financial implications of projects.
- Delivery structuring: leading reviews on the different approaches to delivery and procurement; engaging with clients and stakeholders on key aspects of delivery, including, governance, risk, operational structure, funding requirements, corporate form.
- Practice development: leading major selling activities of the team and co-ordinating required input by junior colleagues and other areas of the firm; levering own relationships to position the team for upcoming tenders and establishing a ‘trusted adviser’ relationship with clients to secure work opportunities.

Core consulting skills expected include:
- Project delivery capacity: Excellent knowledge of the public sector’s approach to project delivery; public sector funding streams; able to draft business plans for the public sector.
- Analysis and Insight: demonstrate in depth knowledge of relevant techniques to the sector and/or project, drawing logical conclusions
- Communications: Leads team convincingly for client assignment and manages the role of senior colleagues in these assignments; Able to lead the delivery of entire deliverables in context of engagement
- Client relationship management: Builds trust of senior clients; establishes a trusted advisor relationship.
- Sales support: identifies and pursues follow-on opportunities with existing clients; leads new opportunities with senior colleagues to build client relationships and secure new work wins
- People: Manages junior and senior staff on projects; Gives formal developmental feedback; Plans for and handles difficult situations well
- Team Player: contributes to team performance enthusiastically
- Firm development: supports specific firm activities; Ensures contribution to Knowledge Management
Preferred skills:
- Previous regeneration experience with a professional services firm or in public sector;
- Understanding of areas of property / construction; planning; or infrastructure sectors
